The Safety and Security Manager manages planning, development, implementation, and oversight for safety, security and transportation programs for the Center. Sets and maintains professional and ethical standards among department personnel. Directs staff engaged in providing safety & security for the center. Ensures departmental programs and standards meet all DOL, PRH, center, and company requirements.

Duties:

  • Ensures the safety, health, and security of students, staff, and property.
  • Establish rules and procedures regulating the entry, exit, and conduct of persons who seek access to the campus.
  • Schedule and conduct evaluation drills, fire drills, active shooter drills, etc. as required by the PRH.
  • Meet with new staff and student to explain the center's policies and procedures regarding unauthorized goods, searches, and seizures.
  • Ensures the enforcement of all laws, rules and policies within his/her scope of authority.
  • Develop and implement procedures to use on-center isolation facilities for temporary segregation of students from their peers only when behavior constitutes an immediate threat to themselves, other persons, or property.
  • Develops and implements MOUs with local law enforcement, fire, and local code officials.
  • Provides direct oversight and supervision of security functions and staff.
  • Schedules foot patrols all assigned areas and remains alert for disturbances, fires, safety hazards, traffic violators, suspicious acts and/or persons and other unusual conditions.
  • Performs building security and safety checks.
  • Receives complaints and performs appropriate investigations.
  • Investigates vehicle accidents involving center vehicles.
  • Prepares written accident reports and other reports as required.
  • Drafts Significant Incident Reports as required.
  • Provides written and oral reports, briefings, or summaries to appropriate staff.
  • Provides vehicle checks to entering and exiting traffic.
  • Complies with all DOL guidelines, Job Corps notices and bulletins, and center policies and procedures.
  • Maintains good housekeeping in all areas and complies with safety practices.
  • Helps students become more employable through continuous reinforcement.
  • Supervises center patrols of buildings and grounds throughout the week to achieve maximum security. This includes, but is not limited to, fires, safety hazards, traffic violations and disturbances.
  • Provides oversight and support to the Center Safety program.
  • Ensures all equipment is properly maintained.
  • Prepares departmental work schedules.
  • Coordinates center transportation and places priorities on WBL student's transportation.
  • Maintains adequate transportation and general travel services and maintenance of all motor vehicles and equipment.
  • Conducts and documents annual self-assessment of safety, security, and transportation functions.
  • Schedules and conducts student focus groups and takes actions on recommendations to improve student satisfaction.
  • Conducts and documents staff training in safety & security as outlined in the center's annual staff training plan.
  • Develops and implements mandated safety plans and procedures.
  • Prepares for the conduct of annual OSH inspections and quarterly environmental health inspections.
  • Updates the Automated Tracking System (ATS) to outline corrective action taken to remedy deficiencies noted during OSH inspections.
  • Coordinates with management to remedy deficiencies noted on corporate and DOL trip reports, assessments, center inspections, and quarterly environmental health inspections.
  • Holds regular staff meetings with documentation submitted to the Center Director.
  • Screens and attempts to solve all student problems before referring them to the Support Services Director or other areas.
  • Models, mentors, monitors appropriate Career Success Standards.
  • Ensures a weekly center-wide safety walk thru is conducted and a report sent to the Support Services Director.
  • Continual support and adherence to the CDSS plan and SOC system.
  • Evaluates personnel under his/her management and makes recommendations regarding disciplinary actions, promotions, and/or merit increases.
  • Participation in PRH mandated staff training is mandatory. Failure to participate may result in disciplinary action up to and including termination.
  • Performs other duties as assigned by management within the employees capabilities.

Qualifications and Experience: Associates Degree required, Bachelor's Degree preferred. At least two years' experience in law enforcement, safety, or military required with one year management experience. Combination of education and experience may be substituted for degree if approved by DOL and subject to waiver requirements. Valid state driver's license. CDL endorsement preferred.
